Luc Missidimbazi is a Congolese telecommunications and digital-sector leader, currently a candidate for Secretary General of the African Telecommunications Union (UAT). He serves as President of FASUCE and Technical Adviser to the Prime Minister on telecommunications, and previously coordinated the World Bank’s Central African Backbone Project, a regional interconnection initiative co-financed by CEMAC countries and the World Bank.
He previously led the very high-speed internet markets unit at the Congolese agency responsible for posts and electronic communications. In that role, he contributed to the rollout of public-private partnerships for optical network management, the harmonization of legal frameworks for a heritage company, the development of regulatory tools for very high-speed internet, the creation of a national very-high-speed broadband plan, the deployment of technology parks and incubators, and the establishment of an internet exchange point.
Trained in France at the University of Lille III and qualified as an engineer, he began his career at Alcatel Contracting before working at Cegetel (SFR) and ECI Telecom. In Europe, he held several senior roles, including head of the technical center in Lyon during the deployment of some of Europe’s first optical networks, as well as project and account management positions.
Beyond his institutional and corporate career, Luc Missidimbazi is also active in civil society. He founded the Association of ICT Professionals and Users in Congo, the Club of CIOs of Congo, and the country’s first high-tech cluster.
