Debbie Meeks began as Deputy Director of Fuels Assessment at the California Energy Commission (CEC) in March 2026. In this role she oversees all fuel-related supply analysis and strategic transition planning. She leads and formulates policy, oversees regulations, and ensures timely delivery of mandated assessments and reports to Commissioners, the Legislature, and the Governor. Prior to joining the CEC, Debbie spent 30 years at Shell USA in a variety of roles expanding on her initial experience as a process engineer. Her background ranges from design and startup of hydroprocessing units across the U.S. to commercial negotiations with international energy companies. She spent time managing a large, strategic partner as part of Shell’s retail group overseeing commercial, operational and strategic aspects of branded fuel distribution. Immediately prior to joining the CEC she worked in Corporate Relations advising Shell’s businesses on climate and energy policy in the western U.S. During this time she was appointed by Governor Newsom as the industry representative for the Independent Consumer Fuels Advisory Committee which was established under California’s SB X1-2.
