Michael J. Smith has chaired the National Oil Bargaining Program of the USW since 2019. He leads negotiations of the USW’s national pattern agreement that covers roughly 30,000 members in oil refineries, petro-chemical plants, pipelines and terminals around the United States. Prior to leading USW’s oil bargaining, he was an operator at the Chevron Richmond refinery in California and then he served as a staff representative at USW Local 5 in Martinez, California.
