Rick is one of over 100 Protective Security Advisors (PSAs) deployed throughout the United States and Protectorates to lead the coordinated national effort to reduce the risk to our critical infrastructure and key resources (CI/KR) and strengthen national preparedness, timely response, and rapid recovery in the event of an attack, natural disaster, or other emergency. As a DHS PSA, Rick is the critical infrastructure and vulnerability assessment subject matter expert assigned to local communities. He facilitates physical and cyber assessments and provides guidance on established security practices by reviewing and analyzing physical/technical/cyber security for local critical infrastructure facilities and systems.

Before joining DHS in 2008, he worked as a security manager for a worldwide petrochemical company for 26 years. Concurrently, Rick was a Fire Chief for 20 years in a volunteer fire department as well as working as a licensed paramedic. He continues to serve his local community in a 30+ year law enforcement career as a Master Peace Officer.
He is board certified in security management by the American Society for Industrial Security as a Certified Protection Professional. Rick holds a Bachelor of Science Degree in Criminal Justice Administration from the University of Phoenix.
