Chris Graves is the Associate Director on Human Trafficking and Domestic Violence in the Office of Mayor Sylvester Turner. Under Mayor Turner’s leadership, Chris co-wrote Phase 1 and Phase 2 of Houston’s Anti-Human Trafficking Strategic Plan with the Special Advisor to the Mayor on Human Trafficking who is now Director. It is the nation’s first comprehensive municipal response meant to effectuate systems change. The Strategic Plan mobilizes City of Houston departments such as Health, Procurement, the Office of Business Opportunity, Municipal Courts and others as well as the larger community. He ensures operational efficiency, collects and analyzes diverse data sets across several plan objectives, assesses the impact of Houston’s core initiatives, and he helped issue Annual Impact Reports over 4 years. Once the Anti-Trafficking Division completed 100% of Phase 1 and 84% of Phase 2 in under 4 years, Mayor Turner expanded the Division to include domestic violence while remaining focused on human trafficking. Chris co-wrote with the Director the current Mayor’s Office of Human Trafficking and Domestic Violence Strategic Plan that addresses violence and accelerates economic empowerment across 8 impact pathways. Chris is a Fulbright Scholar Alumnus. He has a B.A. in German from The University of Texas at Austin and a B.A. in philosophy from The University of Houston-Downtown.
