Quentin Stubbs, PhD serves as the Regional Navigation Manager - Texas for the National Oceanic and Atmospheric Administration’s (NOAA) Office of Coast Survey. His primary responsibilities are to help identify navigational challenges facing the marine transportation system, and to provide the resources and services that promote safe and efficient navigation. He helps provide expert navigation preparation and response information for severe weather or hurricane preparedness and post-storm response. He looks forward to maintaining productive relationships between NOAA and stakeholders like the US Army Corps of Engineers (USCG), the US Coast Guard, Captains of the Port, vessel pilots and recreational boaters. . He Previously, he served as a Geographer and Regulatory Specialist with the USACE in Galveston, TX, where he managed applications and projects related to dredging, aquatic structures, hydrographic surveying, and GIS/remote sensing. He has also 6 years of experience as a Geographer with the US Geological Survey (USGS)- Chesapeake Bay Program in Annapolis, MD in which he assisted in the creation of a regional land use data set for the Chesapeake Bay Watershed. In addition to creating the wetland land cover layer of the data set, he managed the acquisition, geo-processing, and analysis of land use, land cover, infrastructure, socioeconomic and environmental data sets from 200+ counties in the Chesapeake Bay Watershed. His academic and professional research enabled him to advise the Wetland Expert Panel and the Land Use, Wetlands and Wastewater Treatment workgroups. In addition to He holds a PhD. in Geographical Sciences from the University of Maryland - College Park, a Master of Public Administration from Columbia University, and a Bachelor of Business Administration from Mercer University. As a founding fellow of the William Anderson Fund (BAF) and an officer in the US Coast Guard Auxiliary (USCGAUX), he also enjoys helping students to develop a passion and understanding of natural hazards, environmental policy, emergency management, and GIS tools.
