Chief Victor J. Todorov joined CBP in 2007. Prior to CBP, he served in the U.S. Army as an Infantryman and then attended the University of Louisville, where he graduated with a Bachelor of Arts in Russian and Spanish. He began as a Customs and Border Protection Officer working at the UPS Worldport in Louisville, Kentucky. He has worked in counter-terrorism and counter-narcotics both in the field and at Headquarters with Cargo Conveyance Security (CCS), as well as CBP’s National Targeting Center. As a result of his work, Chief Todorov has been awarded for professionalism, and received the Dean-Melendez Award, CBP’s highest award for counter-terrorism, two years in a tow. He also received a Unit Citation for his team’s counter-terrorism efforts while at Headquarters.
Since 2015, he has served as a manager with CBP at the Port of Los Angeles/Long Beach, first in the Radiation Portal Monitor Section and then the Firearms Team. In Jan 2018, he assumed the role of Chief over the Outbound Enforcement Team, the Advance Targeting Unit, and the Passenger Analysis Unit. In this role at the Seaport, he has presided over record years in narcotics and counter-proliferation enforcement.
