Patricia Gaynor is a marine structural engineer and the supervisor of Engineering in the Ports & Waterways Office, Maritime Administration. She has specialized in the design, construction and asset management of waterfront facilities. She has a Masters in structural engineering from the University of Texas at Austin and more than thirty years of experience in the design and construction of offshore and nearshore facilities for port and petrochemical clients. She is currently the Maritime Administration’s technical lead on nearly four billion dollars of domestic port construction projects.
Patti initiated the effort at MARAD to offer a formalized asset management tool for in-water structures at commercial ports and was the tool’s original designer. The total build-out currently in development includes a risk-based algorithm to enable strategic lifecycle management of risk and revenue requirements for an entire in-water structures inventory.
