Prior to his selection as the Executive Director of the Plaquemines Port Harbor & Terminal District, Sandy served as the Deputy Port Director for the Port of Corpus Christi Authority in Corpus Christi, Texas, directly responsible for Operations, Business Development and Communications.
He is a native of Mobile, Alabama. After graduating from McGill Institute, he received a Senatorial Nomination from John Sparkman and attended the United States Military Academy at West Point, New York. Throughout his career, he was an Airborne and Ranger qualified Soldier, as well as a Brigadier General. He served as the Deputy G4 for US Army Reserve Component Integration, Army Headquarters in the Pentagon as a Major General. He has a master’s degree in Strategy from the United States Army War College and his military awards and decorations include the Defense Superior Service Medal and the Legion of Merit Medal.
