Lieutenant Commander (LCDR) Hickey serves as the Detachment Chief for the Coast Guards Liquefied Gas Carrier National Center of Expertise (LGC NCOE), and leads a team of liquefied gas subject matter experts who provide technical support to both the industry and the Coast Guard for all foreign and U.S. flagged vessels and barges that carry liquefied gases in bulk, liquefied gas terminals, low-flashpoint fuels (LFF) to include LFF Bunkering. In addition, his team serves as advisors on the development of Coast Guard policy, regulations, procedures and standards across the spectrum of Coast Guard activities related to liquefied gas. The LGC NCOE reports directly to the Coast Guards Chief Traveling Inspector at Coast Guard Headquarters.
LCDR Hickey is geographically diverse while successfully completing Coast Guard operational assignments in the Gulf, East and West coasts. Prior to his arrival to the LGC NCOE, he served as the Prevention Department Head at Marine Safety Unit (MSU) Lake Charles. There he oversaw and carried out Marine Safety operations across the full spectrum of Marine Safety Missions. Of particular note, he led the Coast Guards role serving as the navigation subject matter expert to the Federal Energy Regulatory Commission (FERC), State and local agencies throughout the permitting of over seven liquefied gas export terminals. Previous assignments include serving as the Supervisor of Marine Safety Detachment Fort Macon in Fort Macon, NC where he served as the Captain of the Port representative in one of our nation’s Strategic Seaports while leading 18 in carrying out the Coast Guard’s Marine Safety missions throughout eastern North Carolina. His other operational assignment include Chief of Port State Control at Sector Puget Sound in Seattle, WA and Assistant Chief of Domestic Inspections at MSU Texas City in Texas City, TX.
LCDR Hickey earned a Bachelor of Engineering in Mechanical Engineering from the State University of New York Maritime in 2009; Coast Guard Third Assistant Engineering License of Unlimited Horsepower for Diesel, Steam and Gas Turbine engineering systems; and served in the Coast Guards six month Marine Industry Training Program. A native of Hamilton, NJ, LCDR Hickey resides in China, TX with his wife and four children Brinnley, Blayne, Liam and Hurley.
