Häly Laasme, MPH ΔΩ, is the Energy Assistance Director at the Delaware Department of Health and Social Services, where she oversees the federal Low-Income Home Energy Assistance Program (LIHEAP) and other initiatives supporting energy affordability for vulnerable households. She recently earned her Master of Public Health from the Johns Hopkins Bloomberg School of Public Health as a Bloomberg Fellow in Environmental Challenges. She holds Fulbright Specialist Program tenure in Public Administration through 2028, serves on the United Nations Development Programme (UNDP) Experts Roster for Rapid Response in Climate for Energy and sits on the Advisory Board of the National Energy and Utility Affordability Coalition.

Häly has contributed to advancing awareness of energy poverty in the United States and bringing it into federal policy discussions. Her dedication to public service, passion for collaboration, and capacity to envision the future needs of energy access have impacted communities in the United States and beyond, making her a recipient of the Edward G. Gingold Award in 2023 and earning her recognition among the Top 500 Global Sustainability Thought Leaders in 2021.

Her work focuses on the intersection of energy access, public health, climate resilience, and human security. Nationally and internationally, she has advanced dialogue on energy poverty and energy justice through collaborations with policymakers, researchers, humanitarian organizations, and energy leaders. She enjoys mentoring and has mentored women leaders in the Asia-Pacific energy sector through a U.S. Department of State-supported program and shared lessons learned and best practices with women energy leaders in Bosnia and Herzegovina.

She is passionate about the indisputable inclusion of energy access within the human rights framework and about strengthening global and national collaboration in energy justice.
