Minneapolis communities facing the greatest energy burdens often encounter the greatest barriers to accessing the programmes, funding and improvements designed to help them.
The US Home Energy Justice Conference brings together professionals working across energy, housing, government, utilities, community development, research and industry to examine how we can deliver more affordable, efficient and resilient homes and communities.
A critical funding moment
Minnesota's Home Efficiency Rebate (HOMES) program is awaiting federal approval, and the state's $3.66B 2026–27 affordable housing plan explicitly prioritizes decarbonization. Decisions made now will shape which households benefit and which are left behind.
The retrofit equity challenge
Minneapolis's older housing stock is concentrated in low-income neighborhoods. Without targeted policy, retrofit programs default to serving homeowners with capital — not renters, not residents of color, not the households that stand to gain the most from lower energy bills.
Renter protections are unfinished
Research from Elevate and C40 Cities shows decarbonizing rental housing requires codified renter protections — preventing displacement and rent increases that shift costs onto tenants. Minneapolis needs policy models that work for renters, not just landlords.
Green Zones need green dollars
The city's Green Zone framework targets North Minneapolis, the Southside, and East Phillips — communities most impacted by pollution and disinvestment. Connecting these zones to retrofit funding, workforce pathways, and regulatory relief is the summit's core mandate.
